feat(android): prefill the sync password from a local, untracked include

Asked for, but it opens the whole vault once the container is downloaded, so it does not belong in a versioned file - even in a repo with no remote. It lives in PMA.LocalConfig.inc, gitignored, with a template checked in so a fresh clone knows what to create.
